"Here are our very resourceful Minsk utility workers. They hung these red ribbons along these houses. They haven't cleared the path, there's no one at their workplace. No one is knocking down icicles from roofs or balconies. No paths have been laid alongside. And here people are walking, children from school... right under the icicles. Who will be to blame?
