Over $1.5 Million Spent on Current Repairs for Kalinkavichy District Department of Internal Affairs. And Later There Will Be Reconstruction

Taxpayers will have to pay twice: first for urgent repairs now, and later for a large-scale reconstruction, noted "Flagstock".

A large sum — 4.5 million rubles (over $1.5 million) — has been allocated for the repair of another District Department of Internal Affairs (ROVD) building in the Homel region. These funds will cover repair and restoration works as part of the procurement "Current Repair of Internal Affairs Bodies (ATS) facilities of the Kalinkavichy District Executive Committee". The list includes a 4-story administrative building, as well as the buildings of the temporary detention facility (TDF) and a warehouse.

The tender was announced by the Homel Regional Capital Construction Department, commissioned by the Department of Internal Affairs of the Homel Regional Executive Committee. Works are scheduled to begin in May and conclude by September 2026.

The allocation of funds for current repairs of ATS facilities in Kalinkavichy seems strange, as this very complex was previously planned for reconstruction in the near future at a record cost. As "Flagstock" reported, an annex to the State Investment Program for 2026-2030 lists Ministry of Internal Affairs facilities in the Homel region, for the construction and reconstruction of which significant budget funds are planned to be invested.

It states that the authorities intend to spend almost 24 million rubles from the republican budget on the reconstruction of the Kalinkavichy District Department of Internal Affairs complex. This project is set to begin in 2028, with only 900 thousand rubles allocated for that year. In 2029, 10 million rubles, and in 2030, 13 million rubles.

However, according to the defect report in the announced tender for current repairs, numerous minor works are planned — from replacing suspended ceilings and toilets to laying new pipelines and repairing fences.

At the end of 2025, the head of the Ministry of Internal Affairs, Ivan Kubrakov, visited the Kalinkavichy District Department of Internal Affairs and discussed the specifics of the comprehensive repair planned for 2026. It was then reported that the ROVD consists of three structures built in different years of the last century. The Minister instructed to consider the option of demolishing the 1949 building and subsequently erecting a new one that "complies with departmental regulatory characteristics and operational requirements." Additionally, repair and restoration work on the main building of the district department was planned, according to the information. "This year [in 2025] we are dealing with demolition and developing a project, next year we plan to open a new building and complete the repair of the main building," the Ministry of Internal Affairs quoted Kubrakov as saying.
