Ministry of Industry held a "debriefing" at Belarusian industrial giants. There's not much to boast about

It follows from the materials that the ministry is very dissatisfied with the performance of the heads of leading holdings. The main reason for the penalties imposed on them is the failure to meet key indicators that the government set at the beginning of the year.

The management of the Minsk Tractor Plant was particularly severely punished. It was proposed to issue a reprimand to MTZ General Director Sergey Avramenko for failing to meet plans for export, sales profitability, and investments in fixed capital. The document also notes that the manager did not work effectively enough on two investment projects in Russia — in the Krasnodar Krai and Tatarstan. As a result, he and other officials from MTZ management were deprived of all allowances and bonuses for October 2025.

The head of "Mogilevliftmash", Ruslan Strakhar, also received a reprimand — also for failed export performance.

Remarks were issued to several other managers. Among those punished for failing export plans are BELAZ General Director Sergey Lesin, "Belkommunmash" head Taras Murog, and MAZ Director Valery Ivankovich.

It is separately noted that the management of Minsk Motor Plant (MMZ), Belarusian Metallurgical Plant (BMZ), and Borisov Automotive Electrical Equipment Plant (BATE) received reprimands not only for export:

• MMZ head Alexander Botvinnik — for the failure of investment plans;
• BMZ General Director Dmitry Korchik — for problems with profitability and net profit;
• BATE head Alexander Marchenko — for excessive accumulation of products in warehouses.

The appendices to the documents provide comparisons between planned indicators and actual results for January–September 2025. They indicate serious problems:

• "Atlant" was supposed to produce 225 thousand washing machines, but only made 89,104.
• "Gorizont" and "Vityaz" jointly planned three million televisions, but made less than two million.
• MTZ was supposed to produce 33,767 tractors, but made 26,260; the export failure is even greater — instead of almost 28 thousand, only 16,834 were sold.
• MAZ produced 5,010 trucks against a plan of 6,966.
• BMZ planned to export 240 thousand tons of rolled products to "far arc" markets, but actually managed only 35 thousand.

The documents also name enterprises operating at a loss:

• "Amkodor";
• "Gomselmash";
• "Bobruiskagromash";
• Kirov Machine Tool Plant;
• "Atlant";
• "BelGee".

The Ministry of Industry notes that many plants have seen a sharp increase in finished goods inventory — including MTZ, MAZ, "Belkommunmash", "Atlant", "Gomselmash", and others. This indicates overproduction and difficulties with sales.

Thus, the documents reveal the scale of systemic problems in Belarusian industry and attest to the authorities' harsh reaction to the non-fulfillment of plans.
