Paŭlečka was born in 1971 in the Naroulia district. She graduated from the Belarusian State Agricultural Academy. She started as an accountant at the "Kirauskaje" collective farm, later held positions as an economist and chief economist. She worked in management positions in the Mozyr District Executive Committee.
In 2016, she became the chairperson of the Mozyr District Executive Committee.
She was "Woman of the Year — 2019". Her dismissal is given a special nuance by the fact that it happened in the Year of Women.
The new head of the Mozyr District Executive Committee is 47-year-old Aliaksandr Verameyeŭ.

Verameyeŭ had only headed the Petrykaŭ District Executive Committee in August 2024.
Before this appointment, he had always worked at one enterprise — "Palesse-Agroinvest" (a subsidiary of the Mozyr Oil Refinery).
Since 1999, he rose from garage manager, mechanical engineer, and chief engineer to deputy director for marketing. For one year before transitioning to public service, he managed this enterprise.
