Trump stated that "taking Cuba in one form or another" is "a great honor"
And he can do whatever he wants with the island.

“I really believe that… it would be an honor to take Cuba. It’s a great honor. To take Cuba in one form or another…. I mean, whether I liberate it or take it. I think I can do whatever I want with it. If you want to know the truth,” Reuters quotes Trump as saying.
The statements came as Cuba and the U.S. began talks aimed at improving their, generally "hostile relations," which have reached one of their most tense points in decades.
Yesterday, electricity was completely cut off in Cuba. The fuel crisis has worsened due to increased energy and financial pressure from the U.S. on Cuba as a result of sanctions and restrictions that hinder the supply of oil and fuel from countries that were traditionally allies of the island's authorities, such as Venezuela and Mexico.
