New household service rules approved

The Government of Belarus has approved new rules for household services, which are intended to update and clarify existing norms, as well as better protect consumer rights.

The document was developed taking into account practical experience and business proposals, and provides for more transparent and understandable conditions for rendering services — including rental, lease, vehicle repair, spa services, and others.

The main changes concern the clarification of concepts: some old terms have been removed or changed, while new ones have appeared — for example, "materials," "household service provider," "complex reception point," and others. This should eliminate ambiguities in interpretations.

Rules for payment and granting discounts are also more clearly prescribed: a discount is valid only upon full payment of the order. If service defects are eliminated free of charge, the warranty period is extended by the repair time.

The procedure for receiving and issuing orders has been clarified: if a client does not pick up an item, they must be notified of its arrival, including by mail.

Rules for vehicle rental and lease are separately prescribed. A penalty of 1% of the price for each day is provided for overdue return or payment, but it can be reduced if specified in the contract.

When repairing or technically maintaining a vehicle, the contractor is obliged to indicate what materials were used, their cost, and the total amount of work.

In addition, requirements for information at small reception points in rural areas are simplified.
