The document establishes the procedure for determining reservists who will not be primarily called up for military service in the event of mobilization during wartime. The document states that there are lists of organizations where all employees will receive reservations. Which organizations are on these lists is unknown.
In other organizations, reservations may extend to no more than 40% of reservists. The decision on who will be included in the reserved list will be made by the enterprise's management.
Reservations are guaranteed to heads and their deputies in state bodies and organizations. Individuals with academic degrees of Doctor of Sciences or the titles of Professor and Associate Professor receive special status.
Individuals who have not served before the age of 27 and had no legal grounds for not serving are not subject to reservation.
