KDC Uncovered a Fraudulent Scheme in Public Procurement

In Belarus, a fraudulent scheme operated for several years in public procurement: fictitious companies participated in tenders to ensure the victory of a predetermined supplier. Everything came to light during an inspection conducted by the State Control Committee .

Initially, KDC employees noticed that proposals were coming to one of the energy system enterprises seemingly from different firms. However, the documents raised doubts, and after an inspection, it turned out that many of these "participants" actually did not exist: some companies had been liquidated, while others had not been active for a long time.

The scheme worked as follows: an appearance of competition was created, but as a result, the same company regularly won the tenders. It purchased metal structures from Belarusian manufacturers and then resold them to the state enterprise with a large markup – about 100% instead of the permitted 10%.

As a result of these actions, the enterprise suffered losses totaling over 300 thousand rubles. A criminal case has been initiated on the fact of fraud, and all circumstances and participants of this scheme are currently being investigated.
