"11 Trillion, F***". Russian State Duma Deputy Swore While Talking About Budget Deficit
Valery Gartung, Chairman of the Russian State Duma Committee on Competition Protection, could not restrain himself and used obscene language while discussing from the Duma rostrum the ever-growing hole in the federal budget, writes The Moscow Times.

"Well, let's see what we're going to do with the federal budget deficit. Last year we had more than 5 trillion, and now another almost 5 trillion. In total, it's already about 11 trillion, f***! What are we going to do with this? Are we going to print money or what? Like in '92, when prices rose by 30% every week," the parliamentarian fumed.
Later, Gartung retracted his words, stating that "there was no swearing at all" and that such expressions are not in his lexicon.
According to data from the Russian Ministry of Finance, for the first four months of 2026, the federal budget deficit reached 5.877 trillion Russian rubles (about 81.62 billion dollars) — this is 1.6 times more than the annual plan (3.786 trillion rubles — about 52.58 billion dollars). The Gaidar Institute forecasts that by the end of the year, the deficit could double the planned level.
German intelligence (BND) previously stated that the actual Russian budget deficit for 2025 amounted to 8.01 trillion Russian rubles (111.25 billion dollars) instead of the official 5.65 trillion rubles (about 78.91 billion dollars), and that Moscow is trying to hide "painful losses with embellished figures."
