Less than $1300 per "square meter". Two strange apartments are for sale in Minsk

More apartments for utility debts have been put up for sale on the gostorg.by platform. Starting prices for a one-room apartment in the Frunzensky district and a two-room apartment in the Leninsky district are, as usual, lower than market prices. The apartment at Sukharevskaya 28 is located on the 8th floor of a nine-story panel building. It's impossible to find out what's inside the one-room apartment, for which the administration of the Frunzensky district is asking 120 thousand rubles (about $41,000 at the current exchange rate) as a starting price. The auction organizer's website states that "it is not possible to provide access to the premises for inspection." There is also no technical passport for the apartment on the website.

However, each of the 33.2 "square meters" of the one-room apartment with utility service debt will cost a little over 3.6 thousand rubles ($1230 equivalent) at the start.

The auction for the sale of the apartment in the building constructed in 1994 will take place on April 14 at 11:00 AM.

Each bidder must pay a deposit of 12 thousand rubles ($4 thousand at the current exchange rate). This deposit will be returned to all unsuccessful bidders within five days. However, the winner will have to pay the auction organizer an additional amount — 6% of the final sale price of the apartment.

Furthermore, the lot indicates that "the sale and purchase agreement is concluded with an encumbrance condition." This means that the former owner may reside in the sold apartment until another living space is transferred to their ownership.

In other words, until the administration repays the debts from the amount received from the apartment sale and purchases other housing for the former owner (two months are given for this), the new owner (if desired) can only live together with the previous one. Moreover, as practice shows, all these procedures can actually be prolonged.

The initial price for a two-room apartment with an area of 50.7 square meters in the Leninsky district is also very attractive — a little over 192 thousand rubles (almost $65,500 equivalent).

At the start, a "square meter" in the apartment will cost the buyer almost 3800 rubles ($1290 at the exchange rate).

The dwelling at Plekhanova 59 was first put up for sale back in December 2025. The auction, which will take place on April 15 at 10 AM, will be the third one. Each time, the starting price was reduced by 5%.

— We ourselves are surprised that buyers for this apartment have not yet been found. Although people were interested, the previous auctions ultimately did not take place due to the absence of applications from bidders, — commented Anastasia Yalovaya, head of the organizational, personnel, and legal work department of UE "ZhREA Leninsky District". — The previous apartment, which was on the first floor of a five-story building (actually in "deplorable" condition), was sold for utility debts faster in 2025. Although not on the first attempt either.

The current owner did not provide a technical passport for the seized two-room apartment.

— If the owner does not make contact, then the Agency for State Registration and Land Cadastre, which has information about the housing, unfortunately cannot provide us with a technical passport, — clarified Anastasia Yalovaya. — We will only be able to see these documents if the court requests them during the proceedings.

The lot states that the apartment, located on the first floor of a 12-story panel building, "is in satisfactory condition, with simple finishes, and requires renovation." Judging by the attached photographs, the property looks acceptable; even double-glazed windows are installed in the apartment. And re-gluing some peeled wallpaper and replacing the scratched floor is not such a big problem.

A ban on "performing registration actions" has been imposed on the apartment. However, "the new owner who acquires the apartment will already have ready documents for it, even while we have not yet sold the dwelling," added the specialist.

Bidders for the auction pay a deposit of a little over 19.2 thousand rubles (approximately $6.5 thousand at the exchange rate). The winner of the auction will have to additionally pay the auction organizer 4% of the final amount for the apartment.

The step for electronic bidding for the sale of both apartments is standard — 5% of the starting price. Registration for the auction is open until April 10 and April 13, respectively.
