Full text of the alleged US-Iran memorandum on ending the war in Iran has appeared

The document, which is claimed to be the text of a framework agreement between the US and Iran, slated for signing in Switzerland on Friday, and which was originally published in Arabic-language media, attracted considerable attention on Wednesday, despite not yet being officially confirmed by either Washington or Tehran.

The 14-point draft, which was circulated at G7 meetings in France and stipulates that Tehran commits not to develop nuclear weapons while Washington promises to allocate 300 billion dollars for Iran's reconstruction, is also unlikely to be the final version that will be formalized at the ceremony in Switzerland.

US President Donald Trump, apparently irritated by the leaks, told reporters on the sidelines of the summit that "nobody knows what this (deal) is, but it will be very strong." He also warned that if Iran does not comply with the terms, the US "will go back to bombing."

Below is the full text of the draft agreement.

Text of the draft agreement

1. The Islamic Republic of Iran and the United States of America, together with their allies in the current war, upon signing this Memorandum of Understanding, declare an immediate and permanent cessation of hostilities on all fronts, including Lebanon, and undertake to refrain from further hostile actions against each other, as well as from the threat or use of force against each other. The Final Agreement will confirm the provisions of this and the remaining articles.
2. The Islamic Republic of Iran and the United States undertake to respect each other's sovereignty and territorial integrity and to refrain from interfering in each other's internal affairs.
3. The Islamic Republic of Iran and the United States undertake to negotiate and reach a Final Agreement within a maximum period of 60 days. This period may be extended by mutual agreement of the parties.
4. Immediately upon the signing of this Memorandum of Understanding, the United States shall lift the naval blockade and prevent any interference or obstruction directed against the Islamic Republic of Iran, and shall fully restore navigation within a maximum period of 30 days. The movement of vessels shall be proportionate to the volume of maritime traffic of the Islamic Republic of Iran before the start of the war. The United States also undertakes to withdraw its forces from adjacent areas within 30 days after the conclusion of the Final Agreement.
5. Upon the signing of this Memorandum of Understanding, the Islamic Republic of Iran shall immediately take measures to ensure the restoration within 30 days of commercial vessel traffic from the Persian Gulf to the Gulf of Oman and back, at volumes existing before the war, taking into account the need to eliminate technical obstacles and neutralize mines, which Iran will undertake.
6. The United States, together with its regional partners, undertakes to develop a comprehensive plan for the reconstruction and economic development of the Islamic Republic of Iran, agreed upon by both sides, providing funding of no less than 300 billion dollars. The mechanism for implementing this plan as part of the Final Agreement will be developed within 60 days.
7. The United States undertakes, in accordance with a schedule to be agreed upon within the framework of the Final Agreement, to lift all types of sanctions in force against the Islamic Republic of Iran, including UN Security Council resolutions and resolutions of the IAEA Board of Governors, as well as all unilateral US sanctions, both primary and secondary.
8. The Islamic Republic of Iran reaffirms that it will never be a producer of nuclear weapons. The Islamic Republic of Iran and the United States have agreed that the issue of enriched material, as well as all other mutually agreed issues related to nuclear activities, including Iran's nuclear needs, will be properly settled in the Final Agreement; the Final Agreement will enshrine the provisions of this article.
9. The Islamic Republic of Iran and the United States have agreed that until the conclusion of the Final Agreement, the status quo will be maintained: Iran retains the current parameters of its nuclear program, and the United States will not impose new sanctions against Iran or increase its military presence in the region.
10. The United States undertakes that immediately upon the signing of this Memorandum of Understanding and until the date of sanctions removal, the US Department of Treasury will issue waivers for the export of Iranian oil, petrochemical products and their derivatives, as well as for all related services, including banking, insurance, transportation, and similar services.
11. The United States undertakes that as negotiations progress towards the conclusion of the Final Agreement, frozen or restricted funds and assets of the Islamic Republic of Iran will be unfrozen and fully accessible. These funds, regardless of whether they are in a primary account or transferred to other accounts, may be used for any final payments to beneficiaries designated by the Central Bank of the Islamic Republic of Iran, and will be fully available for use. The United States undertakes to issue all necessary authorizations and licenses for this purpose.
12. The Islamic Republic of Iran and the United States have agreed to establish an implementation mechanism designed to ensure the successful execution of the Final Agreement and the future observance of its commitments.
13. Upon the signing of this Memorandum of Understanding and obtaining guarantees of the commencement of the implementation of Articles 4, 5, 10, and 11 of this Memorandum, as well as the continuation of the measures provided therein, the Islamic Republic of Iran and the United States will begin negotiations on the Final Agreement exclusively regarding the remaining articles.
14. The Final Agreement will be approved by a binding resolution of the UN Security Council.
