Administrative liability introduced for operators for poor mobile connection
This provision comes into force today, June 19.
Administrative liability is being introduced in Belarus for operators for poor mobile connection. This was reported to BelTA by the Ministry of Communications and Informatization.
The Law "On Amendments to the Codes on Administrative Responsibility" introduces administrative liability for a mobile operator violating legislative requirements for covering the territory of Belarus with mobile communication services and their quality, in the form of a fine of up to one thousand basic units (today - up to 45 thousand rubles). This provision comes into force on June 19.
As explained by the Ministry of Communications, the main documents regarding the provision of mobile telecommunication services are Lukashenka's Decree No. 335 of August 26, 2024, and the Council of Ministers' Resolution No. 1073 of December 31, 2024.
These documents contain requirements mandatory for mobile operators regarding the coverage of the country's territory with mobile communication services and their quality.
The objects of control for compliance with these requirements are Minsk, regional and district centers, cities and urban-type settlements, as well as the rest of the territory of Belarus, including automobile and railway roads, settlements with a population of 25 people or more.
Control functions for the coverage of the country with mobile telecommunication services and their quality are assigned to the State Inspectorate for Telecommunications of the Ministry of Communications and Informatization (BelDIE).
In case of detection of non-compliance with mobile communication requirements by a mobile operator, BelDIE conducts an administrative process, identifies the guilty party, and sends documents to the court for a decision and determination of the fine amount.
All information about the control over compliance with mobile communication requirements is accumulated in the "Khvalya" system (хvalya.бел) and is available to operators for planning measures to eliminate identified shortcomings.
