Belarusian human rights defenders have appealed to the UN Working Group on Arbitrary Detention to respond to the persecution of young pro-democratic activists after the April 26 Chernobyl anniversary march in Minsk.
In their “urgent appeal,” the activists of a group called Human Rights Defenders Against Torture express concern about successive terms imposed on Dzmitry Kramianiecki, Raman Vasilieu, Uladzimir Jaromienak and Ivan Amielchanka, who were sentenced to at least two jail sentences after the demonstration on a charge of "petty hooliganism."
Some of them continued to be jailed when charged with a new civil offense, and “even hypothetically were not able to commit it,” say the rights activists.
They say that the detention conditions in the jail are “inhumane and degrading.” “There are no separate sleeping berths, no bed sheets are provided, the detainees are not allowed walks in the fresh air, while night temperatures in the cells are not higher than 13 to 14 degrees Celsius,” they say. “Such detention conditions can do serious harm to the health of the activists.”
The rights defenders urge the UN Working Group to urgently call on the Belarusian authorities to stop the persecution of the young people and respect their right to freedom of expression, integrity and fair trial.
In accordance with its urgent action procedure, the UN Working Group can respond immediately to complaints that contain reliable allegations that a person is being detained arbitrarily, and that the continuation of detention may constitute a serious danger to that person`s health or life.
Under the procedure, the Working Group can send an urgent appeal to the foreign minister of the state concerned, requesting that the government take appropriate measures to ensure that the detained person`s rights are respected.
