List of industrial goods banned from export from Belarus reduced by 2.6 times

Belarus has significantly reduced the list of industrial goods prohibited for export outside the country. The corresponding changes are provided for by Resolution of the Council of Ministers No. 442 of September 1, 2026, published on the National Legal Internet Portal.

The validity period of the ban itself will be extended until March 22, 2027, but the list of goods will be significantly reduced — from 199 to 77 positions, subpositions, and sub-subpositions of the EAEU HS codes.

The new rules will come into force on September 23, 2026.

The list notably excludes refrigerators and freezers, heat pumps, diesel and semi-diesel engines, equipment for wine and juice production, liquid pumps and lifting equipment, and large containers for compressed or liquefied gas.

Also, the ban will no longer apply to certain types of gypsum and anhydrite, specific medical cements and materials, hoisting cranes, and certain types of waste and scrap of corrosion-resistant steel.

In addition to the complete exclusion of individual goods, the list has also been narrowed in many groups. Now, the restriction will apply not to the entire product position, subposition, or sub-subposition, but only to a part of it.

The ban on the export of certain industrial goods has been in effect in Belarus since March 2022 and has been repeatedly extended. Its current term expires on September 22, after which the updated list will come into effect.
