Real estate in the historical part of Minsk is not only prestigious but also imposes certain obligations on owners, Natalya Verenich, head of the Department of Arts of the Culture Department of the Minsk City Executive Committee, told Minsk-News.

For each material historical and cultural value in the country, the Ministry of Culture establishes a number of restrictions: conditions for maintenance and use, the procedure for carrying out repair work, types of activities for their owners or tenants, as well as requirements for ensuring the preservation of such objects. All this information is recorded in a protective obligation.
— Such a document must be drawn up and signed by the new owner when purchasing real estate, inheriting it, or receiving it as a gift, during privatization, as well as in other transactions. If a new owner becomes the owner of premises in a building that is a historical and cultural value, they are obliged to draw up a protective obligation within one month. Failure to comply with this condition may lead to administrative liability and, subsequently, to the recognition of the transaction as invalid," explained N. Verenich.
Minsk residents often mistakenly apply to housing and communal services or district administrations for document processing. However, it can only be done at the Culture Department of the Minsk City Executive Committee at: Rakovskaya Street, 17. Citizens regarding the processing of protective obligations are received on Monday from 14:00 to 18:00, and on Thursday — from 9:00 to 13:00.
To process a protective obligation, an individual must provide a civil passport and a document confirming ownership of residential or non-residential premises, a building, or other property; a legal entity must provide its charter and a document confirming ownership.
When the right of ownership of a historical and cultural value passes to another owner, they, in turn, are also obliged to sign a protective obligation within 30 days, added the head of the department.
