Aliaksandr Lukashenka was also invited, but he either did not allow himself, or Moscow did not allow him to fly. Foreign Minister Maksim Ryzhankou was supposedly going to be there, but ultimately he also did not fly.
Among the participants of the event are no leaders from most EU countries, Russia, China, India, and Brazil. However, the Prime Minister of Hungary, Viktor Orbán, is present.
