Islamic Revolutionary Guard Corps Seized Power from Mojtaba Khamenei
The role of the younger Khamenei is limited to legitimizing decisions made by generals, rather than issuing his own orders.

Iran's Islamic Revolutionary Guard Corps (IRGC) seized power in wartime, blunting the role of the supreme leader, Reuters reports.
Since its founding in 1979, the Islamic Republic was built around a supreme leader who held unquestionable power, but the assassination of Ayatollah Ali Khamenei on the first day of the war led to the establishment of a different order, dominated by the IRGC and characterized by the absence of an authoritative leader.
Following Khamenei's assassination, his son Mojtaba Khamenei was appointed supreme leader; however, his role is limited to legitimizing decisions made by generals, rather than issuing his own orders, three sources told the agency.
According to Iranian officials and analysts, wartime has concentrated power in a narrow and rigid circle, including the Supreme National Security Council, the Office of the Supreme Leader, and the IRGC.
The latter has taken on a dominant role in both military strategy and key political decisions.
“The Iranians are reacting very slowly,” said a senior Pakistani official familiar with the peace talks between Iran and the U.S., in which Islamabad is mediating. “Evidently, there is no single decision-making structure. Sometimes it takes them two to three days to respond,” he noted.
According to analysts, the obstacle to concluding a deal is not internal contradictions in Tehran, but the gap between what Washington is willing to offer and what the IRGC is willing to accept.
