After Russia's full-scale invasion of Ukraine in 2022, Denmark adopted a special law providing temporary protection for displaced persons from Ukraine. However, the government now plans to tighten the rules for obtaining residence permits so that Ukrainians do not use this mechanism to evade mobilization into the Armed Forces of Ukraine.

The changes will not affect already issued residence permits. It is not specified, however, whether they will apply to Ukrainian citizens who plan to renew their documents in the near future.

Danish Minister for Immigration and Integration Morten Bødskov noted that Copenhagen "stands shoulder to shoulder" with Kyiv, and is therefore making changes to the previously adopted special law. According to him, "it should not be the case that our residence rules are used to evade mobilization into the Ukrainian armed forces."

As of early May 2026, according to official data, approximately 47,600 displaced persons from Ukraine were residing in Denmark, having received residence permits under the law adopted in 2022.
