Minsk, Warsaw, Vilnius — comparing where it's easier for someone with an average salary to buy an apartment

We analyzed which capital city resident, earning an average salary, finds it easier to acquire their own housing.

Minsk

According to the latest data (as of November 2025), the average salary in Minsk was 3060 rubles net, or about 1050 dollars at the exchange rate at that time.

The average cost per square meter in Minsk at the end of 2025 was 2084 dollars based on offers. In September, actual deals were at $1900 per meter. As a result, an average Minsker can purchase about 0.53 square meters of average housing with their salary.

That is, buying an apartment of 50 square meters would require about 94 average Minsk salaries — one would have to save money for a little less than eight years, if not spending it on anything else.

Warsaw

The average salary in Warsaw for November is 7,687 zlotys net. This is about 2060 dollars.

The average cost per square meter in the Polish capital is about 16,350 zlotys based on actual transactions. It turns out that an average Varsovian can purchase 0.47 square meters of average housing with their salary.

Thus, buying a 50-square-meter apartment in Warsaw would require about 106 average Warsaw salaries — almost nine years of work.

Vilnius

The average salary in Vilnius for the third quarter of 2025 (more recent data is not yet available) was 1660 euros net.

The average cost per square meter in Vilnius is approaching 3,250 euros. It turns out that with one average salary, one can purchase 0.51 square meters of average housing.

Buying a 50-square-meter apartment in Vilnius would require about 98 average city salaries — a little over eight years.

It turns out that for one average capital city salary, the most square meters can be purchased in Minsk, and the least in Warsaw.

What about loan accessibility?

In Warsaw and Vilnius, housing loans are more accessible than in Minsk. The rates below are given without any preferential programs.

The lowest loan rates are in Lithuania. There, a mortgage loan can now be taken at 4.6–5.6%.

In Poland, which, unlike Lithuania, is not in the eurozone, mortgage rates are slightly higher — around 6.1–7%.

In Belarus, however, loan rates are incomparably high, ranging from 16–18%.

It turns out that if you don't use borrowed money, housing is most affordable in Minsk, but if you take out a mortgage, it's easier for residents of Vilnius.

Warsaw, in turn, loses to Vilnius both in terms of affordability relative to the average city salary and in terms of loan interest rates.
