Albania, actively seeking to join the European Union, decided to outsmart corruption with the help of technology. Prime Minister Edi Rama presented to the world Diela — the first ever digital minister created by artificial intelligence. The avatar in national costume was supposed to make the distribution of government contracts transparent, as AI "has no personal interests, relatives, and never gets tired."
However, the innovative idyll ended in a loud scandal.
Special services detained the director and deputy director of the National Information Agency — the very structure that "raised" Diela. The executives are accused of manipulating public procurement and having ties to criminal groups.
While the digital minister preached honesty from parliamentary screens, her creators, according to the investigation, were engaged in the very thing Diela was supposed to fight.
This curiosity put the government experiment at risk: experts are now wondering if corrupt developers could have tweaked Diela's algorithms from the start to let dubious contracts slip through.
Prime Minister Edi Rama remains optimistic, stating that the very fact of the developers' exposure testifies to the success of the anti-corruption reform, even if it begins with the arrests of those who wrote the anti-corruption code.
