On January 15, Alexander Lukashenka appointed Alexander Rahozhnik — the former ambassador of Belarus to Russia and ex-Minister of Industry — as the chairman of the Vitebsk Regional Executive Committee, replacing Alexander Subbotin. Now, at a meeting dedicated to the development of the Vitebsk region, he explained why he made such a decision.

Lukashenka claims that the decision to replace the leadership of Vitebsk region was made after a special inspection and observation of the situation in the region.
Reportedly, after a meeting on the situation in Vitebsk region last October, he expected more activity from Subbotin: he thought the governor would immediately start visiting farms, meeting people, delving into problems, and demanding results from subordinates. However, according to Lukashenka, this did not happen.
In addition, he was briefed on the results of monitoring conversations among Vitebsk officials after that meeting. Publicly, they agreed with his words, but, according to operational information, some of them privately expected that everything would be forgotten over time and nothing significant would have to be changed. Lukashenka emphasized that this would not be the case and the situation could not "settle down."
As a result, he allegedly concluded that if the previous leadership remained in the region, nothing would change, which is why he decided to replace the chairman of the regional executive committee.
Recently, it became known that Alexander Subbotin, the former chairman of the Vitebsk Regional Executive Committee whom Lukashenka recently dismissed, will be the new Belarusian Minister for Technical Regulation of the Eurasian Economic Commission.
Alexander Subbotin previously held the position of Minister for Industry and Agro-Industrial Complex at the EEC from September 2018 to January 2020. In March 2020, he was appointed assistant to Lukashenka for Mogilev region, in July of the same year he became deputy prime minister, and from December 13, 2021, to December 15, 2025, he headed the Vitebsk region. Now, having completed this circle of career growth, he has returned exactly to the same point he was six years ago.
