Minsk native rejected from German diplomatic service because her father remained in Belarus
"The threat of repression against her father could become a blackmail tool."
A naturalized German citizen was denied admission to the preparatory service for the higher diplomatic corps of the German Federal Foreign Office. The reason for the rejection is her biological father, a citizen of Belarus, who lives and works in Minsk.
This decision was made by the Higher Administrative Court of Berlin-Brandenburg on July 15, 2024.
The woman was born in Minsk, moved to Germany with her mother in childhood, obtained German citizenship, and renounced her Belarusian citizenship. Despite this, the Foreign Office believed that she would not pass the mandatory security check: Belarus is on the list of states with "special security risks." The department considered that the father is within the direct reach of Belarusian special services and could be used as a means of pressure on the daughter — especially against the backdrop of increased intelligence activity by Russia and its allied states after the invasion of Ukraine.
The woman objected, stating that contact with her father after her parents' divorce was sporadic, there was no emotional attachment, and she herself was fully integrated into Germany. The court, however, ruled that even irregular contacts indicate some attachment, and the threat of repression against her father could become a blackmail tool.
She proposed alternative measures — to declare that there were no family ties and to report any attempts at contact. But the court decided that this was not enough.
