Lukashenka's office stated that he was guided by the principle of humanism
State agency BelTA reported on Lukashenka's release of 250 political prisoners, noting that he allegedly "traditionally adhered to the principle of humanism. And, of course, took into account appeals received from mothers, wives, and relatives of the convicted persons."

The official statement also says that all clemency appeals "were thoroughly reviewed by the relevant commission under the leadership of the Prosecutor General," and that its opinion was allegedly taken into account.
On March 19, in Minsk, Alexander Lukashenka met with an American delegation led by US Special Envoy John Cohl. After this meeting, the release of another group of political prisoners — 250 people — became known. 15 of them were forcibly taken to Lithuania, while the rest were allowed to remain in Belarus.
