These refer to the restrictions imposed in 2014, 2018, and 2022. The document notes that the actions and policies of the Russian authorities continue to pose an unusual and extraordinary threat to the national security and foreign policy of the United States.

The sanctions were extended despite ongoing trilateral negotiations to end the Russian-Ukrainian war, in which Washington is acting as a mediator.
