Tire manufacturers in Russia and EAEU countries, including Belarusian "Belshina", have initiated discussions on introducing restrictions on the import of passenger car and light truck tires. The main reason is a sharp increase in supplies, primarily from China, which, according to manufacturers, creates strong pressure on the local market, Kommersant writes .

In 2024-2025, tire imports to Russia and other EAEU countries reached record volumes. Supplies from China grew especially significantly: according to various estimates, they occupy about a third of the entire passenger tire market, and in some segments, even more. Chinese manufacturers mainly offer budget models that compete due to their low price.
According to market participants, this became possible due to several factors: weak logistics for European brands, the withdrawal of some international manufacturers from the Russian market, and state support for the Chinese industry. As a result, price competition intensified, and local factories began to lose market share.
The applicants in the case are major EAEU manufacturers, including "Cordiant", "Kama", Ikon Tyres, and Bobruisk "Belshina". They claim that imports are harming the industry, as their own capacities are underutilized. On average, EAEU enterprises operate at about half their potential, and the production of passenger car tires has even decreased in the last year.
The Eurasian Economic Commission is currently considering the possibility of initiating a special safeguard investigation. If it confirms harm to manufacturers, restrictions may be introduced: import quotas or duties. A level of about 30% is being discussed, but this is currently just one option.
If such measures are adopted, they will affect all imports, but the greatest impact will be felt by inexpensive Chinese tires, which currently occupy a significant part of the market. Experts note that this could lead to price increases, especially in the budget segment, where there are the fewest alternatives.
At the same time, industry representatives claim that the goal is not to close the market, but to level the playing field for competition. They emphasize that without protective measures, local production will continue to decline.
It is expected that a decision on initiating the investigation and possible measures could be made within the coming months, but the final results will most likely appear only by autumn, as the procedure requires time and market analysis.
