Massive problems with the operation of the Telegram messenger have arisen in Russia. According to user reports from various regions, including Moscow and St. Petersburg, the service practically does not work even when using VPN — in all versions: mobile, desktop, and web, writes Deutsche Welle.

Experts believe that a complete blocking of Telegram has already begun in this country. According to them, connecting via Russian IP addresses is almost impossible, and many VPN services are unable to bypass restrictions, especially if only "whitelisted" sites are active in the city.
Alexey Amelkin, President of the Association of Telecommunications Operators "MAKATELECOM", noted that problems with Telegram in Russia have been observed for a long time, but in recent days, complaints about the desktop version have increased. According to him, the quality of work depends on the network — mobile or fixed, the region, and even the specific location, as different restrictions may apply in different regions.
Last weekend, the number of complaints on Downdetector and "sboy.rf" significantly increased, mainly from users in Moscow, St. Petersburg, and the Moscow region.
In addition, on March 16, the Tagansky District Court of Moscow fined Telegram 35 million rubles for refusing to delete content deemed prohibited in Russia, including calls for alleged "extremism," pornographic materials involving minors, and information about methods of producing and acquiring drugs.
