Has the sector recovered?
In 2021, after rapid growth that began in 2017, the IT sector achieved its best performance. The Hi-Tech Park then employed 78 thousand people.
But after the start of the war, a massive relocation of companies and employees took place. Currently, the HTP employs 61 thousand people.
In 2025, HTP's service exports exceeded $2 billion — +12% compared to 2024 results (which was $1.8 billion). But it's still far from peak indicators.
«In 2021, exports amounted to $3.2 billion. Now we are seeing a gradual recovery of the sector, but it is happening at a slow pace,» notes BEROC expert Anastasiya Luzgina.
Former economic driver
The most illustrative indicator of the decline of IT in Belarus is the share of the "Information and Communications" sector in the country's GDP.
As of 2025, it accounts for 4.8% of GDP. And this is the worst indicator in over five years.
When IT was called the driver of growth for the Belarusian economy, the share of the "Information and Communications" sector exceeded 7% — 7.3% in 2020 and 7.5% in 2021.
Five years ago, in 2021, there was also a record number of people employed in the sector — 125 thousand people. It decreased to 104 thousand in 2024. Even in 2019, there were more — 111 thousand people.
«Currently, the situation regarding the sector's importance is worse than 6-7 years ago,» adds the expert.
Luzgina also draws attention to the number of HTP residents — this indicator has been around a thousand companies for the past few years and is growing very modestly.
