This is simply stipulated by Zelensky's decree No. 374/2026, published on the website of the President of Ukraine.
"Considering numerous requests, for humanitarian purposes, outlined in negotiations with the American side on May 8, 2026, I decree:
To allow a parade to be held in the city of Moscow (Russian Federation) on May 9, 2026.
For the duration of the parade (from 10 AM Kyiv time on May 9, 2026), exclude the territorial square of Red Square from the plan of application of Ukrainian weaponry.

The decree comes into force from the moment of signing," the decree states.
Earlier, US President Donald Trump announced a three-day truce between Russia and Ukraine on May 9, 10, and 11, and Volodymyr Zelensky declared his agreement with it. Kyiv reported that thanks to the truce, a Russian-Ukrainian prisoner exchange using a 1000 for 1000 scheme is to take place.
