The State program "Digital Belarus" for 2026-2030 envisages reducing paper documents by using their digital versions when resolving various life and business issues. The corresponding resolution of the Council of Ministers No. 793 of December 30 was published on the National Legal Internet Portal.

According to the document, in the coming five years, it is planned to develop and start using digital images of a number of documents, including a citizen's passport.
In addition to it, the following may be digitized:
- driver's license;
- state social insurance certificate;
- information from an individual personal account;
- temporary residence permit;
- vehicle registration certificate;
- military ID;
- pension certificate;
- documents on birth, marriage, divorce, establishment of paternity or change of name;
- disability certificate;
- real estate documents;
- conclusion of the medical-rehabilitation expert commission;
- small vessel operator's license.
The final list of such documents will be determined by state bodies. In 2026, the program is planned to be supplemented with measures for the creation or modernization of information systems necessary for the formation of digital documents.
As a result, citizens should be able to receive and use information about themselves through mobile and web applications to quickly resolve life and business issues in electronic form.
In addition, the government plans to ensure the operation of ID cards via mobile devices — for identification, authentication, and the creation of an electronic digital signature, as well as the implementation of identification using biometric data and a unique user identifier.
