USA insists that China, in addition to Russia, should be included in the new nuclear arms control treaty

Russia has violated the terms of the nuclear arms control treaty for many years, which is why the United States insists on concluding a new, but no longer bilateral, treaty. This was stated by US Secretary of State Marco Rubio.

According to Rubio, Moscow effectively ceased compliance with the New START Treaty in 2023, and had systematically ignored its requirements long before that, resulting in the destruction of the existing control mechanism.

Rubio noted that a treaty can only function with at least two responsible parties, which is why the US faced a choice: either unilaterally fulfill its obligations, or acknowledge the need for a new approach that corresponds to modern realities.

He reminded that on February 5, the New START Treaty officially expired, and for the first time in many decades, no active treaty limiting nuclear arsenals remained between the US and Russia.

Rubio also drew attention to China's role, noting that Russia supports its rapid and opaque buildup of nuclear potential. According to US estimates, since 2020, China has increased the number of nuclear warheads from about 200 to over 600, and by 2030, this number could exceed one thousand.

In this regard, he called bilateral treaties obsolete, as the US now faces two equally powerful nuclear adversaries simultaneously.

The Secretary of State also articulated new arms control principles proposed by US President Donald Trump:

"First, arms control can no longer be a bilateral issue between the United States and Russia. As the President has made clear, other countries bear responsibility for ensuring strategic stability, and China — to a greater extent. Second, we will not accept terms that harm the United States or ignore non-compliance in pursuit of a future agreement… Third, we will always negotiate from a position of strength. Russia and China should not expect the United States to stand still as they evade their obligations and expand their nuclear forces."

Rubio emphasized that the United States will continue to maintain a reliable and modernized nuclear deterrence capability, while striving to reduce the number of nuclear weapons. Experts, however, note that the world is approaching one of the most dangerous periods since the Cold War.
