As "Flagshstok" found out, prior to this, Mikhail Kisel held the position of Deputy General Director for Regime and Physical Protection at BelNPP. Even earlier, he was an employee of the State Security Committee, which was revealed with the help of "Cyberpartisans".
Since 2016, Kisel was listed as serving in military unit 10091 — which is the central apparatus of the KGB of Belarus. But already in 2017, he joined BelNPP when the nuclear power plant was still under construction. As Deputy General Director of BelNPP, he has been mentioned in the press since at least 2018. And also — as "head of the security service department" of the station. However, his photo had never been published by state resources before.
The Ministry of Energy's information about Kisel's new appointment emphasizes that among his assigned tasks are "the implementation of a project to create radioactive waste management infrastructure, including conducting public discussions, site selection, and preparation for licensing."
The nuclear repository may appear in Khoiniki District in Gomel Region, Astravets District in Grodno Region, and Mstsislaw District in Mogilev Region.
