TV channels may be allowed to use music without the permission of rights holders
One condition is necessary

Deputies supported in the first reading amendments to the law that will allow the use of music on television without the permission of copyright holders. This can be done subject to the payment of remuneration to copyright holders.
«This is due to the specifics of television production, when it is very often necessary to quickly obtain some kind of consent from copyright holders or authors of musical works, but this is not always possible. Therefore, the right to free use is given, but I emphasize once again — subject to the mandatory payment of fair remuneration», — commented Vyacheslav Danilovich, Deputy Chairman of the Standing Committee on Education, Culture and Science of the House of Representatives.
The project stipulates that music may be used «in the creation and (or) distribution by editorial offices of television media of individual television programs from among the television programs included in the mandatory publicly available package of television programs».
