Hungary and Russia agreed on 12 points for further rapprochement at the end of last year

Journalists from Politico obtained documents indicating that Hungary and Russia agreed on a broad deepening of cooperation and signed a 12-point plan at the end of last year. These had reportedly not been published before.

This agreement was concluded after a meeting of representatives of the two countries in Moscow in December 2025. The Hungarian side was represented by Minister of Foreign Affairs Péter Szijjártó, and the Russian side by Minister of Healthcare Mikhail Murashko. It outlines the main areas of interaction — economy, trade, energy, industry, agriculture, healthcare, education, culture, and sports.

Particular emphasis is placed on the energy sector. The parties discussed cooperation in oil, gas, and nuclear fuel, as well as the possibility of launching new projects, including in the fields of electricity generation and hydrogen technologies. One of the tasks named is the restoration of trade, which has decreased following the introduction of European Union sanctions against Russia.

The agreement also provides for the development of humanitarian and educational ties. Plans include expanding the teaching of the Russian language in Hungary, including with the involvement of teachers from Russia, as well as developing exchange programs for students and the recognition of diplomas. Additionally, the countries want to strengthen cooperation in sports and even in cultural fields, such as circus arts.

These agreements have sparked political debate in Hungary itself, especially on the eve of parliamentary elections. The country's leadership emphasizes that it acts in national interests and seeks to maintain economic ties. At the same time, opposition politicians criticize the rapprochement with Russia, considering it dangerous, especially against the backdrop of the war in Ukraine.

The documents also note that cooperation with Russia allegedly should not contradict Hungary's obligations as a member state of the European Union. However, the very fact of concluding such an agreement under current conditions indicates Budapest's defiance under Viktor Orbán's leadership of the general EU policy line towards Russia, which unleashed a full-scale war in Ukraine and threatens European security.
