Instead of announced large families, Lukashenka's guards are settling into a new building in Minsk
In 2025, the construction of a new residential block of high-rise buildings was completed in Minsk. City authorities stated that this would be housing for those on the waiting list. However, the publication "Zerkalo" learned that, in fact, several dozens of employees of Lukashenka's Security Service, including his personal bodyguards, moved into one of the houses.

Who are the new residents?
According to "Zerkalo," in the new building at Valhahradskaya Street, 74, more than half of the apartments turned out to be connected to Lukashenka's Security Service and its employees. Two dozen premises are officially under the operational management of this structure, and about forty new property owners appeared in leaks as Lukashenka's security personnel.
For example, the list of new apartment owners includes Ilya Pahuliaeu, who has appeared many times in photos from events with Lukashenka. During the "Miss Belarus" contest final in September 2025, he sat directly in front of the politician, next to his press secretary Natallia Eismant.

Security guard Uladzislau Kavaleuski shielded the politician in Bishkek a few months later. And former police officer Andrei Puzyrenka stood behind the backs of churchgoers in Raubichy when Lukashenka visited there in January 2026.

A three-room apartment in the new building went to bodyguard Artsiom Sabiaschanski, who appeared several times in photos accompanying Mikalai Lukashenka. His new neighbor Aliaksandr Pashkevich more often worked at events with the participation of the Chairman of the House of Representatives Ihar Serhienka, while Raman Karachan controlled the situation during Raman Halouchanka's trip to Iran.

It should be noted that not the entire 16-story building was transferred to the security service. With the help of "Cyberpartisans" and the "Voka Zmahara" bot, "Zerkalo" learned that some residents appeared in leaks in connection with service in the structures of the Ministry of Internal Affairs. The list of owners also included the names of several employees of the Minsk City Executive Committee.
Five apartments are managed by the Operational-Analytical Center under Lukashenka (OAC) — one of the most closed departments in Belarus, which officially protects state secrets from leaks and "other information protected in accordance with legislation." Ordinary people not associated with public service may also live there.
For whom was this block built?
The client for this building was the Capital Construction Department of the Central District of Minsk, and the work was carried out by the organization "Mapid." Five high-rise buildings were built one after another nearby: construction started in July 2023 and finished in December 2025.
Vadzim Piaradnia, head of the administration of the Pershamaiski district, reported that all five houses were intended for those in need of improved living conditions. The media repeatedly called this place "a new block for large families."

For four of the houses, official project declarations can be found, specifying the conditions for purchasing apartments. Each mentioned that the high-rise buildings were being built "for citizens, primarily large families, registered as needing improved housing conditions."

However, for this fifth building — № 74, where those who guarantee Lukashenka's security ultimately settled, such a document could not be found. Perhaps it did not exist, or the publication was made in a format inaccessible for search.
Lukashenka's security officers could have been on the waiting list for improved living conditions along with 171,600 other Minsk families. According to "Zerkalo," many of them did not own property in Minsk before receiving the new apartments. Some had living space, but it might not have been enough square meters. However, not all of the new residents are large families; most families have 1-2 children.
How much does such housing cost?
The new apartments were not free, but they might have cost significantly less than the market price for Minsk. The price per square meter in the "security" building № 74 was not published; residents of neighboring high-rises from the same developer quoted amounts of 2100-2300 rubles per square meter to journalists.

As "Zerkalo" found out, many new residents from the Security Service obtained preferential loans from "Belarusbank" for 20 years, with loan amounts ranging from 50 to 90 thousand rubles. Apartments purchased under such conditions cannot be sold until the debt is repaid.
However, those who bought housing without a bank loan have the right to put it up for sale. Online, one can find isolated advertisements for reselling apartments in the non-public building № 74. They indicated prices of 5400 and 6460 rubles per meter.

It is likely that Aliaksei Shkut from the Security Service took advantage of this opportunity. In January 2026, his family registered a three-room apartment in the new building on Valhahradskaya Street, and in February, they sold it (the transaction amount is unknown). Already in March, the family bought a plot and a house in the Dzyarzhynsk district. By the way, Aliaksei did not remain without housing in Minsk: since 2014, a one-room mortgage apartment on Tyshkevicha Street was registered to him.
