Zelenskyy's choice for Minister of Defense announced. But he still needs to be discharged from the army
Ukrainian President Volodymyr Zelenskyy announced that after completing the necessary legal procedures, he plans to submit Yevhen Khmara's candidacy to the Verkhovna Rada for appointment as the country's Minister of Defense.
Yevhen Khmara is a Major General of the Security Service of Ukraine. Since 2011, he has served in the Special Operations Center "A", better known as the "Alpha" unit. In 2023, he took charge of this special unit.
After the start of Russia's full-scale invasion of Ukraine, Khmara participated in the defense of Kyiv and combat operations to liberate the Kyiv region. Following this, he carried out combat missions in the Donetsk region.
Throughout his years of service, Yevhen Khmara was awarded the Orders of Bohdan Khmelnytsky I, II, and III degrees, the Order "For Courage" III degree, as well as the President of Ukraine's "Combat Merit Cross" award.
According to the Security Service of Ukraine, the "Alpha" unit under his leadership conducts special operations both on the front line and deep in the enemy's rear.
According to current Ukrainian legislation, the Minister of Defense must be a civilian. Since Yevhen Khmara is currently an active serviceman, his official status must first be changed. This is precisely what is meant by the need to complete "necessary legal procedures" before his candidacy is submitted to the Verkhovna Rada of Ukraine for consideration.
The position of Minister of Defense became vacant after the previous minister, Mykhailo Fedorov, announced his resignation yesterday. He served in his position for only half a year, but during this time he proved himself well, so the replacement of the Minister of Defense in connection with the change of the entire government causes the most misunderstanding in Ukrainian society.

Згідно законодавства України виконувач обов'язків (в.о.) Міністра оборони в Україні не призначається окремим наказом чи указом. Замість цього, у разі відставки або звільнення міністра, його повноваження тимчасово виконує один із його діючих заступників до того моменту, поки Верховна Рада не призначить нового.
