Russia sharply increased purchases of Belarusian oil products amid a fuel deficit that persists in the Russian market. According to information from Reuters, citing industry sources, in July, Belarus set a new record for rail supplies of gasoline and diesel fuel to Russia.

Over the month, supplies of automotive gasoline from Belarusian oil refineries increased by 13% compared to June, reaching about 212 thousand tons. Shipments of diesel fuel approximately doubled to 162 thousand tons. In addition, about 13.1 thousand tons of aviation kerosene were supplied to Russia, compared to 16 thousand tons a month earlier.
In total, from January to July 2026, gasoline supplies from Belarus to the Russian market increased by as much as 25 times, reaching about 665 thousand tons. The volume of diesel fuel supplies during the same period grew 6.5 times to 418 thousand tons.
One of the main reasons for this was the decrease in domestic production at Russian oil refineries following attacks by Ukrainian drones. By early July, gasoline production in Russia had decreased to approximately 65% of the average domestic consumption level, while diesel fuel production almost matched the needs of the domestic market.
In this regard, Russian authorities banned the export of diesel fuel for producers, extending the restriction until August 31, and also announced their intention to organize the import of motor fuel.
Belarus, which has two oil refineries — in Novopolotsk and Mozyr — with a total design capacity of about 24 million tons of oil per year, previously stated its readiness to partially compensate for losses in Russian refining. Last autumn, it was reported that Belarusian refineries began processing Russian tolling oil, and the resulting oil products would be supplied to both the Russian market and for export.
