This document is aimed at simplifying the procedure for the construction of individual residential houses in rural areas by state-owned enterprises and facilitating their connection to engineering networks.
Now, state developers will be able to erect such houses along with outbuildings solely on the basis of a developer's passport, without the need to develop project documentation.
In addition, developers are allowed to sell constructed objects, even unfinished ones, at auctions without conservation and state registration within one year after the registration of the land plot on which they are located.
The decree also specifies the conditions under which operating organizations can connect individual houses to engineering networks based on applications from citizens and legal entities without the developer's involvement. This will allow avoiding excessive regulation, reducing the time and costs for connection, and free developers from obligations unsuitable for them.
The document comes into force six months after official publication.
