EU countries have not yet been able to agree on the content of the 20th package of sanctions against Russia
On February 20, the Committee of Permanent Representatives of the EU did not reach an agreement on the new sanctions package, which they planned to approve on February 23 — by the anniversary of Russia's full-scale invasion of Ukraine. This was reported by some European diplomats to the publication "European Truth" on condition of anonymity.

The main dispute arose over the proposal to completely ban the provision of maritime services to Russian tankers transporting oil along the European coast. This refers to a ban on the use of ports, insurance, food supplies, bunkering, and other services by European companies. Maritime states — Greece and Malta — spoke out against this measure.
According to information from diplomats, two options are possible: either the disputed ban will be excluded from the 20th package, or its adoption will be postponed. Some countries believe that it is more important to approve a more substantial and stricter package, even if it takes longer.
Additional resistance was caused by the European Commission's proposal to include foreign ports and banks, through which Russia sells oil, in the sanctions list. Objections were raised by Hungary, Spain, and Italy. It was also reported that Hungary might delay the approval due to restrictions concerning Russian sports officials.
The next meeting of the Committee of Permanent Representatives of the EU is scheduled for February 25, however, it is not excluded that EU ambassadors might gather earlier to prepare the package for approval by foreign ministers on February 23. At the same time, the head of European diplomacy, Kaja Kallas, stated that the EU still expects to approve the 20th package of sanctions within the planned timeframe.
