Major taxi carrier excluded from the Register for six months. Own vehicles of 800 drivers blocked from working

The company in question is LLC "TADE plus", which operates in several major cities in the Gomel region. On February 25, it was excluded from the Register of Passenger Road Transport in Irregular Traffic. It is currently reported that its activity is suspended for 6 months — from March 2 to September 2, 2026, report "Mocnyya Naviny" (Strong News).

The carrier confirmed this information in its Telegram chat and explained the reason: in 2025, two or more violations of the procedure for accepting payments and/or using cash register equipment and payment terminals during transportation were identified. This actually concerned drivers accepting cash without taximeters equipped with SCPO — a special control device for tax authorities, which is installed on a cash register.

The most unpleasant situation for drivers is that vehicles entered in the register of this carrier will not be able to be used for taxi work during these six months.

The carrier noted that it was not able to warn drivers in advance and exclude their vehicles from the register to avoid blocking, although maximum efforts were made to do so.

The violation is explained by the fact that drivers without taximeters with SCPO disabled cash payment orders in the application. However, "Yandex.Taxi" automatically switches the payment method from cashless to cash during a trip if it is not possible to debit money from the passenger's card.

"TADE plus" operated in Gomel, as well as in Mozyr, Rechytsa, and other regional cities.

Denis Buturlin, director of the company's taxi fleet, later provided a detailed explanation of the situation, noting that the management is already filing a lawsuit to appeal the decision of the Transport Inspectorate and will ask to temporarily suspend the resolution on exclusion from the Register for the period of the case's consideration. If this fails, the company will only be able to return to the Register on September 3, 2026.

According to the director, the violations were unintentional and related to the technical features of the electronic dispatch system "Yandex Go" (LLC "BelGoCorp"). For vehicles without taximeters, the ability to accept cash payment orders was disabled in the carrier's personal account, which is permitted by the Rules for Passenger Road Transport.

Since March 2023, the company has been gradually equipping vehicles with cash register equipment, terminals, and acquiring. However, difficulties arose. In the first half of last year, the process was complicated by the modernization of cash register equipment in the country, which overloaded service centers and increased installation times.

Also, the installation of SCPO units could take up to two months. In the first quarter of 2025, there was a shortage of taximeters, and they had to be waited for from one to one and a half months. The cost of installing one taximeter is from 1150 rubles, and the installation is technically complex and requires intervention in the car's braking system.

An additional problem is the payment terminal. The company uses the AlfaSoftPOS mobile application, which is not supported on all phone models and requires NFC. It is impossible to install a stationary terminal in a taxi.

As of December 2025, 99% of the company's vehicles were already equipped with taximeters with SCPO.

The head notes that about 800 drivers will temporarily lose the opportunity to work in taxis with their own cars. He calls for a more differentiated approach to control depending on the size of the company, as it is easier for a large organization to commit violations than for a small one.

Currently, the company has suspended hiring new drivers and registering vehicles.

The situation was also commented on by Alexander Kovalenko, Deputy Head of the Transport Inspectorate branch for Minsk and Minsk region. He reported that many drivers have started contacting the branch, however, regarding issues of being in the Register, the Inspectorate cooperates only with interested parties — the carrier and the dispatcher. The Inspectorate does not make decisions on excluding specific vehicles from the register. For all questions, drivers are advised to contact their employer — LLC "TADE plus" — and to study the legislation in advance before transferring vehicles to legal entities or individual entrepreneurs.
