Tsikhanouskaya Appoints Mikalai Kazlou to a Position in the United Transitional Cabinet
Sviatlana Tsikhanouskaya has appointed Mikalai Kazlou to the position of Representative for the Restoration of Law and Order of the United Transitional Cabinet of Belarus. The decision was made based on the recommendations of the Coordination Council, in accordance with the procedure, the politician's press service reported.

On January 31, 2026, the head of the UTC sent a proposal to the Council regarding the candidate for the position of Representative for the Restoration of Law and Order.
“I believe that his rich professional experience in law enforcement and socio-political activities, his authority among relevant organizations, as well as his personal qualities, will allow him to effectively perform his duties in this position,” Sviatlana Tsikhanouskaya wrote about Mikalai Kazlou in a letter to the Coordination Council.
On March 12, the Coordination Council gave its consent to his appointment.
The position of Representative for the Restoration of Law and Order of the United Transitional Cabinet of Belarus had been vacant since August 9, 2023, when Aliaksandr Azarau left it.
Mikalai Kazlou is 59 years old; he served for 17 years as a senior operative for particularly important cases at the Internal Affairs Directorate of the Central District of Minsk and held the rank of reserve police lieutenant colonel.
In 2008, during the parliamentary elections, Kazlou publicly reported falsifications at a polling station, after which he wrote a report to his superiors and informed independent media about the incident. Shortly after this, he retired from service.
In 2012, Mikalai Kazlou joined the United Civic Party, and in 2016, he was elected deputy chairman of the UCP. In 2021, he was stripped of his special rank of reserve police lieutenant colonel.
Kazlou was twice convicted in politically motivated cases; he was recognized as a political prisoner. In August 2021, he received three months of arrest, and in November 2022 — two and a half years of imprisonment for alleged participation in «mass riots.» During his detention, he was repeatedly placed in a punishment cell and a cell-type facility; he had health problems and was not released to attend his mother's funeral.
Mikalai Kazlou was released on July 22, 2024; in October 2025, he left Belarus.
