Details have emerged regarding the memorandum between Belarus and Pakistan on cooperation in the sphere of labor and employment, signed on August 27, 2025. The document, submitted by the government for ratification to the National Assembly and published on the National Legal Portal, defines how citizens of Pakistan will be directed to work in Belarus.

To invite migrant workers, a Belarusian enterprise must submit an application to the Pakistani embassy, conclude an agreement with a relevant intermediary agency, and obtain a special employment permit for each individual. The employer is also obliged to report on the number of employed individuals and possible violations of legislation.
From the Pakistani side, agencies, together with state bodies, must guarantee that workers have the necessary qualifications, know the language (which is not specified), are fit in terms of health, and have no criminal records. Additionally, they must obtain a visa and a letter of guarantee from the employer.
The memorandum also allows family members of migrant workers to come to Belarus and stay here for the duration of the work permits.
The document was signed in August 2025. From the Belarusian side, the Ministry of Internal Affairs and the Ministry of Labor will be responsible for its implementation, and from the Pakistani side — the relevant department for overseas citizens.
Previously, Belarusian authorities stated their readiness to accept up to 150 thousand workers from Pakistan, which provoked various, often not very positive reactions in society.
