32-year-old IT specialist appointed deputy commander-in-chief of the Ukrainian Armed Forces Drapatii

The General Staff of the Armed Forces of Ukraine reported on September 23 about Martynenko's appointment as deputy commander-in-chief of the Armed Forces of Ukraine Mykhailo Drapatyi. The corresponding order was signed on September 1. In this position, he replaced Brigadier General Andriy Lebedenko, who was dismissed after an audit. The Central Directorate for Innovation of the Armed Forces of Ukraine, which he oversaw, was disbanded.

Martynenko will be responsible for digital transformation and innovation in the Armed Forces of Ukraine.

Joined military IT as a student

The exact date and place of birth of Artem Gevorkovich Martynenko are not mentioned in open sources. In September 2024, Forbes Ukraine included him in the "30 Under 30" list. At that time, Martynenko was 30 years old. He is now 32.

According to Martynenko's LinkedIn, in 2012 he entered the Military Institute of Telecommunications and Information Technologies in Kyiv (VITI). In 2016, he received a bachelor's degree in informatics, and in 2017, a master's degree.

He began working on military software while still a student. In February 2016, Martynenko became a junior developer in military unit A2724, where DELTA was created.

In 2017, Martynenko, then a sergeant and graduating cadet, joined a team of six Ukrainian military IT specialists who won an international NATO competition, outperforming 13 other teams.

Since February 2022, Martynenko has concurrently worked as an architect at the Center for Innovation and Development of Defense Technologies of the Ministry of Defense. In the same year, he was a captain and headed the center's development department.

In 2024, Martynenko held the rank of major, and in 2025 – lieutenant colonel, and was deputy head of the center. After the dismissal of the head, he temporarily led the institution. Martynenko is now a colonel.

In 2024, Ukraine's Deputy Minister of Digital Transformation Oleksiy Vyskub called him one of the "non-public heroes" thanks to whom Ukraine effectively resists Russia.

What is the Ukrainian DELTA system

DELTA started as a digital battlefield map and over time evolved into a comprehensive system for managing combat operations. It collects information from drones, satellites, and other sources, allowing military personnel to see the current situation on the battlefield, exchange data, and plan operations.

Martynenko compared DELTA to Google Workspace for the military: instead of one program, it's a set of interconnected tools. In 2024, the system was officially put into operation in all units of the Defense Forces of Ukraine. It was also tested during NATO exercises for compatibility with the alliance's country systems.

According to data provided by Forbes Ukraine in 2024, approximately 600,000 enemy targets were recorded monthly in DELTA, and 106,000 drone missions were planned.

After the start of the full-scale invasion, Russia tried to attack DELTA and its infrastructure. After the destruction of data centers, the system was moved to the cloud.
