This primarily concerns Europe and African countries. In particular, it is planned to reduce military assistance to Europeans so that Europe relies more on its own strength.

The American administration criticizes Europe for policies that, in their opinion, lead the continent to internal weakening — primarily this concerns migration.

The document states that Europe has lost part of its identity and confidence, and therefore perceives Russia as an existential threat, although in military terms (except for nuclear weapons) it has a significant advantage.

The United States considers one of its main interests to be a faster end to hostilities in Ukraine. This, according to the strategy, should stabilize the European economy, reduce the risk of escalation and create conditions for the reconstruction of Ukraine. Washington emphasizes that for successful competition and containment of the enemy, it needs a strong Europe.

Within the country, the United States focuses on security and the protection of national interests. The main tasks:

• protecting citizens and the economy from military threats and foreign influence — from espionage to propaganda;
• full control over borders and migration;
• support for the strongest and most technologically advanced army in the world;
• development of a modern nuclear arsenal and the creation of new missile defenses, including the "Golden Dome" system;
• building the most powerful and innovative economy.

The United States also plans to strengthen the industrial base, increase the production of defense technologies, develop energy and scientific potential.

Washington announces a return to the principles of the Monroe Doctrine — the idea that the United States is the main power in the Western Hemisphere and has the right to influence the situation in the countries of the region. This approach in the document is called a "new version of the Monroe Doctrine from Trump."

The United States wants to strengthen cooperation with the states of America in the fight against cartels and transnational crime. At the global level, Washington sees its role in maintaining the security of Europe, preventing Iran from dominating the Middle East, and expanding investment in the region, including high-tech industries.

In relations with Africa, the United States wants to abandon the one-sided approach of "helper" and move to a partnership based on trade and investment. Special attention is planned to be paid to the energy sector and the extraction of rare minerals.

The document emphasizes that the country already possesses most of the resources necessary to realize its ambitions: a flexible political system, the largest economy, the financial strength of the dollar, technological leadership, a powerful army, a wide network of ties, and rich natural resources.

The strategy aims to strengthen America's global leadership and make it, as the authors claim, "stronger than ever."
