Zelensky ready to hold a referendum on the future of Donbas

Ukrainian President Volodymyr Zelensky stated that Ukraine is ready to hold a referendum on the future of Donbas, whose territory Russia demands to be handed over for the signing of a peace agreement supported by the United States. He emphasized that this decision must be made by the people of Ukraine — through elections or a referendum.

Zelensky noted that the United States proposes to create a "special economic zone" in Donbas without Russian troops.

"The American side sees that Ukrainian troops are withdrawing from the territory of Donbas, and the compromise seems to be that Russian troops do not enter this territory of Donbas. Who will govern this territory, which they already call a 'free economic zone' or a 'demilitarized zone' — they do not know," Zelensky said.

The President of Ukraine also added that his team is working daily on the draft peace agreement initiated by the United States, which currently consists of 20 points. On the evening of December 10, Ukraine sent a revised document to Washington, which includes new proposals on disputed territories and control over the Zaporizhzhia NPP. Zelensky emphasized that this project is not yet final.

The document stipulates that Russia must withdraw troops from parts of Kharkiv, Sumy, and Dnipropetrovsk regions, and in Kherson and Zaporizhzhia, hostilities are proposed to be stopped along the front line. Also, in the new version of the document, the size of the Ukrainian army has been adjusted: if previously it was limited to 600 thousand soldiers, now it is 800 thousand.

On December 10, the leaders of Germany, France, and Great Britain spoke by phone with Donald Trump about the peace agreement. According to The Wall Street Journal, Trump told the Europeans that they should pressure Zelensky to agree to the US plan, which includes territorial concessions and a reduction in the size of the Armed Forces of Ukraine. German Federal Chancellor Friedrich Merz noted that the decision on concessions must be made by the president and the people of Ukraine.
