The National Bank has defined general principles according to which banks will determine the size of commissions for their services.

Banks are obliged to inform clients in advance about changes in service fees, and commissions themselves, as a rule, should be formed based on economic justification – based on costs and a reasonable level of profitability, writes Onliner.by.
For individuals, excluding individual entrepreneurs, the list of free services has been expanded: transfers between accounts opened in the same bank; cash withdrawals at the teller and via the ATM of their own bank; issuance of certificates on loans and bank accounts; replacement of compromised payment cards and others.
In addition, limits on commission sizes have been introduced. For example, for crediting money in Belarusian rubles, the commission will not exceed 1.5% of the amount, but not more than 5 basic values, and for exchanging damaged currency and accepting it for collection — not more than 5% of the amount.
Certificates regarding the availability of bank accounts or closed accounts will cost no more than 0.5 basic values, if legislation does not provide for free provision.
The decision comes into force on January 15, 2026. As explained by the National Bank, it should reduce the financial burden on clients and make the rules for banking services more transparent.
