Vitebsk pro-government blogger proposes to issue internet access by certificate
In his opinion, the internet is a Pentagon military development that, in modern conditions, should be controlled through special permits, although the author himself actively uses social networks to promote his ideas.

History teacher and employee of the Vitebsk District Museum of Local Lore, Andrei Kulyabkin, wrote the following in his channel:
“In the current conditions of a new global capitalist war, the internet has become what it was originally conceived as – a WEAPON. It was designed in 1969 at the Pentagon as a communication system in case of nuclear war, meaning for military purposes. Yes, it's a specific weapon, but a weapon nonetheless. Internet access should be by certificate. And it will be.”
As the channel "Vitebskaya Vesna," which noticed the post, writes, the author's Telegram channel is called "Andrei Kulyabkin. Prominent Domestic Blogger." This resource has only 152 subscribers. His Instagram account, also with a pretentious name "indoevropeysky," doesn't have many more (211 subscribers).
Kulyabkin is used by local authorities when there is a need to promote the ideological agenda.
