Russia bombed Ukrainian CHPPs and oil refineries for four years, and now calls Ukrainian strikes on them "terrorism"
"This is an absolutely obvious terrorist act by the Kyiv regime," said Dmitry Peskov.
"The strikes of the Kyiv regime on Russian territory are of a terrorist nature. Energy facilities and civilian infrastructure, which are subjected to attacks, have no relation to the military industry," said Russian presidential press secretary Dmitry Peskov in an interview with the "Rossiya" TV channel.
"The Kyiv regime is striking at objects of our energy complex, at objects of civilian infrastructure, which, in fact, has no relation to the military complex, to the military-industrial complex. This is an absolutely obvious terrorist act by the Kyiv regime."
The Armed Forces of Ukraine have increased the number of strikes on civilian targets due to the deteriorating situation at the front, Peskov believes.
At the same time, Russia carried out missile and drone strikes on Ukraine's thermal power plants and power grid facilities throughout the winter of 2025-2026, hoping to freeze cities. Strikes on Ukraine's oil refineries have been carried out since 2022.
Ukraine launched a similar campaign in the spring of 2026, resulting in an acute fuel shortage in Russia.
