Uladzimir Shymau was born on November 29, 1948, in the village of Radolaŭka, Zaporizhzhia Oblast, Ukraine. He graduated from Lomonosov Moscow State University and completed postgraduate studies at the Council for the Study of Productive Forces under the USSR State Planning Committee.
He worked at the Research Institute of Economics and Economic-Mathematical Methods of Planning under the State Planning Committee of the BSSR, Gomel Cooperative Institute, and the Research Institute of the Ministry of Economy. He is the author of over 200 scientific and methodological works.
From 1996 to 2002, he served as Minister of Economy, and from 2002 to 2019, he was the rector of BSEU (Belarusian State Economic University).
Uladzimir Shymau was also the founder and editor-in-chief (1997—2019) of the scientific-practical journal "Belarusian Economic Journal," editor-in-chief of the National Atlas of Belarus (2002) and the Geographical Atlas for Teachers (2016). He supervised 11 candidates and 7 doctors of economic sciences.
One son of the ex-minister — Usevalad — is an active author for "West Russian," pro-imperial, and Black Hundred websites. The second son — Yaroslav — heads the Russian service of the American radio "Radio Free Europe".
