How a Belarusian can register and activate a Russian SIM card

According to the new requirements of the Russian law "On Communications," foreign citizens, including Belarusians, can no longer purchase or maintain an active Russian SIM card under a simplified scheme. Registration will require an original passport, a confirmed account on the "Gosuslugi" portal, and the submission of biometric data.

Preparation of documents and obtaining SNILS

Before starting the procedure, make sure you have the original passport of a citizen of Belarus — photos or copies of the document are not accepted by law enforcement agencies or operators. In addition, SNILS (Individual Insurance Account Number) is required. If you don't have it yet, you can get the number for free on the day of application at any MFC (Multifunctional Center) or at a branch of the Social Fund of Russia (SFR).

Creating an account on "Gosuslugi"

The next step is to create and confirm a profile on the Russian "Gosuslugi" portal. To do this, you need to visit an MFC or a bank branch with your passport, SNILS, and a valid email address. A center employee will register and confirm your account on the day of application.

If you are already a client of a Russian bank and have a Russian number, you can register independently via a QR code in the bank's application.

Submission of biometrics

After the registration stage, it is necessary to submit biometric data to the Unified Biometric System (EBS). The procedure takes place at bank branches that work with EBS. You must have your passport, SNILS, and the email address linked to "Gosuslugi" with you. A bank employee will take your photo and record your voice (you will need to say a short sequence of numbers).

Purchasing and activating a SIM card

With an original passport and a mobile device, you need to visit the salon of your chosen communication operator. According to the new rules, the SIM card is strictly linked to the unique 15-digit device code (IMEI), so the employee will check your phone. Activation occurs immediately in the salon via a biometric terminal or independently on "Gosuslugi" through a smartphone or computer camera.

Please note

If you already have an active Russian SIM card, you will still have to undergo biometric submission, otherwise the operator will block it.

In addition, Russian legislation limits the number of numbers — a foreigner is allowed to register no more than 10 SIM cards. A list of all numbers registered to you can be monitored in your personal account on "Gosuslugi".

    Пол дня в Москве на это убил в итоге все равно ошибку выдавало, до биометрии и регистрации на госуслугах так и не добрался. Дальше просто послал всё лесом и оставшийся день ловил wi-fi в ТЦ и кафе для связи с цивилизованным миром
