BNBC has not reached its design capacity and is again asking for help

The project of the Belarusian National Biotechnology Corporation (BNBC), which just a few years ago Lukashenka called "more than space", never took off. At a meeting on April 7, Alexander Lukashenka criticized the management of the enterprise, which has failed to get rid of its status as a "budgetary dependent". Despite a controlling stake in the hands of the state (77%) and multi-million dollar investments, the corporation remains unprofitable and is asking for new benefits.

The meeting was attended by the heads of the Council of Ministers, the National Academy of Sciences, ministries and departments, as well as the management of agricultural enterprises that are consumers of BNBC products, BelTA writes.

Alexander Lukashenka said that during the launch of BNBC in November 2022, there was talk of immense prospects for this scientific and production cluster.

"Creating it, we once prided ourselves that we were one of four or five states that possessed such biological technologies. It is time for the new leadership in the government and in the corporation itself to look at how it is working. Therefore, I very much count on an objective assessment of BNBC's activities," he noted. "— It was planned that premium compound feeds, premixes, vitamins, and amino acids would not only elevate the domestic agricultural complex to a new level but also become a significant export item, bringing foreign currency to the country."

He said that the corporation had received significant state support: "These include tax payment preferences, government guarantees for loans, and a special procedure for exchange rate differences. Budget funds totaling 226 million rubles were contributed to the authorized capital of the enterprise. Approximately $600 million in preferential government loans from the People's Republic of China were attracted alone."

But the results are still not visible. "Although everyone receives their salaries regularly, almost 16% higher than the average regional level," Lukashenka added.

"To date, the biochemical and compound feed production capacities have not reached full load. The target indicators of the production program have not been achieved, and there is an acute shortage of working capital," said Alexander Lukashenka. "— What is the management doing in this situation? It is taking the usual path: with an outstretched hand, asking for additional state support."

Despite all this, Lukashenka insists that Belarus "urgently needs" the biotechnology industry. "This is the path of all technologically developed countries. We cannot lag behind," he emphasized.

However, according to Lukashenka, it has not yet been determined who the ultimate consumer of BNBC products is, what products have already been created, and what new offerings will be presented to the market.

First Deputy Prime Minister Nikolai Snopkov was previously given a personal instruction to implement the BNBC-3 project and attract direct Chinese investments for it. Lukashenka asked how it was being executed. "The limit of budgetary support for this enterprise has long been exhausted," he said.
